The core objective of this project is to derive a strategy for the penetration of energy efficient technologies in Austria in a cost-efficient way.
The study is based on a detailed investigation of currently available technologies and probable improvements and developments in the near future, which can already be foreseen (e.g. price and efficiency development of solid state lighting for the task of room lighting). The influences for further penetration of energy efficient technologies can be divided in the two categories: drivers and barriers.
This implies areas of activity, such as technical issues, society, economy and policy.
The technical issues include an analysis of the various energy efficient technologies and how they can contribute to lower the demand of electrical energy from the technical point-of-view. Technical obstacles as a more of grey energy used in the manufacturing process that decrease the technical potential in saving electrical energy of various energy efficient technologies have to be determined.
Issues concerning the society need describe the barriers as well as the drivers for the further penetration of energy efficient technologies. An identification of the possible savings and the corresponding costs in a dynamic framework, as well as the investigation of the economic efficiency of different energy efficient technologies for various sectors like households, industry and the tertiary sector need to be analysed in a dynamic context. This implies learning curves, willingness to pay voluntarily for energy efficient technologies of private individuals or companies and transaction costs due to implemented promotion instruments. An analysis of the dynamics of and the interactions between different types of policy instruments to get aware of legislative and institutional barriers leads to a strategy for the implementation of energy efficient technologies in Austria.
Considering the dynamics in every of the above-mentioned areas of activity, a dynamic framework for increased market penetration of energy efficient technologies will be established, which provides dynamic deployment paths for various energy efficient technologies.
Finally, recommendations will be delivered how to implement policies to support energy efficient technologies on their way into the market.
