The EU has used the Strategic Energy Technology Plan to devolve electricity to consumers by decentralizing the energy system, establishing "100 Positive Energy Districts (PEDs) by 2025 and 80% of electricity consumption in four out of five households." The BEEjS project set five goals: (i) a practical tool to disseminate evidence-based knowledge on the links between socio-economic factors and citizens' behaviors, enabling citizens to become active promoters of PEDs; (ii) strategies that can positively influence citizens towards sustainable behaviors, to be used for consultation at city/community council level; (iii) a methodology for systemic planning of infrastructure investments that can be recommended at the city/community level to transition to PEDs by developing a systemic modeling approach that combines techno-economic aspects and pathways to PED creation and sustainability; (iv) an evidence-based policy and incentive pathway to address energy inequity and poverty through effective policy implementation design at the PED level; (v) a user-based value generation tool that initiates user-centered business models and value propositions to explore PEDs without the need for subsidies.
