About PLANtoACT

PLANtoACT – Bridging the Gap from Planning to Action is a European project that aims to accelerate the implementation of clean energy transition actions in regions and municipalities by supporting the shift from planning to concrete implementation.

The project focuses on strengthening the capacities of local and regional authorities to move from strategic energy planning to actionable, well-structured, and financed implementation roadmaps.

Background

Local and regional authorities often lack sufficient capacities, organisational structures, and practical tools to effectively implement clean energy transition strategies. This gap between planning and execution slows down progress towards climate neutrality objectives.

What PLANtoACT Does

PLANtoACT develops and applies an integrated, action-oriented energy planning approach that supports regions and municipalities in:

  • Translating clean energy strategies into concrete implementation roadmaps
  • Strengthening multi-level governance between regional and local actors
  • Engaging stakeholders through co-creation and participatory processes
  • Identifying financing options for priority actions
  • Building capacities through training and peer learning programmes

The project covers multiple sectors, including electricity, heating and cooling, and transport, with a strong focus on practical and replicable solutions.
